Are any JR Buses in Hokkaido free for JR Pass holders? From my reading so far, I would have to pay a fare to travel on any JR buses eg the Twinkle Bus near the lakes in Akan National Park

It seems that only JR buses within cities are free ... buses travelling from one town to the next aren't. Is that right?
That's right, you can use the faster trains to travel between cities :)
That's good if there is a train to your next destination. Not so good when bus is the only public transport option eg., from Kamikawa Station to Sounkyo Gorge :-). The bus fares are actually quite reasonable, though.

I have 2 more questions, if I may ask them here, please.
1. Does the Narita Express run 24/7?
2. Is it mandatory to reserve a seat when wishing to travel in a Green Car (using a Green pass)?
1.) The Narita Express has the same time table as most train, as in it runs from 6 am to late evening (I think the last service is at 21:45).
2.) Yes, all Green seats are by reservation only.
